HP Zoning District Maps & Design Guidelines
The Tulsa City Council adopted a set of Unified Design Guidelines for five HP-zoned neighborhoods on August 16, 2012. After approval by Mayor Dewey Bartlett and publication by the City Clerk, the Unified Design Guidelines went into effect for all Certificate of Appropriateness applications on November 1, 2012.

When reading the design guidelines, please refer to the section that is most appropriate for the type of work you are considering — rehabilitation of existing buildings, additions to existing buildings, new construction, etc.

When reading the maps, properties within the boundaries of the green line are in the historic district.
Indian Nations Council of Governments (INCOG) is responsible for maintaining the City of Tulsa’s zoning; we encourage you to contact INCOG with general zoning inquiries or for official verification that a property lies within a historic preservation zoning overlay district.
In addition, the site of the Council Oak Tree and Stickball Park are protected by an HP Zoning Overlay with its own specific set of design guidelines.
